Um possibly, I didn't pull on the rope to see if the motor was stuck. Looks to be all there needs a new bottom to the seat. I wish that I could see a nice one to see if there is anything missing beofre I would drag it out. Kinda a cool old 3 wheeler though, I sure not many ppl have ever seen one. Kinda like Polaris 3 wheeler.
