Welcome to the Forums! I would run a 40:1 mix with a good synthetic oil. As far as the forks leaking, I'm not sure where on the forks you are talking about. Are the screws on the top? If so, those are supposed to have air fittings(like a tire) on them. You will need to replace the entire cap. I would get a shop manual and just rebuild them. New seals dust covers and top caps if needed. It is not that expensive and not that hard to do. You can get most of the parts you need at Bikebandit.com or hyperparts.com. God luck!

i run a 40:1 in my race motor. make sure and get good oil tho, no autozone cheap stuff. run 91 octane or better, i run 104, but you might need to tune your carb fr it.

klotz oil --you are runin 20:1? sounds like a air cooled 250r if so you need more oil than water cooled bikes (the air cooled run hotter they need more lubrication)
id say try 32:1 klotz thats what i run in my air cooled kx

forks--new seals and oil
buy a clymer manuel it will help you a lot if you read it

85 should be water cooled

20:1 is more than 32:1
32:1 is more than 40:1
bikes are rich from factory so people do not blow them up
it depends on how the person rides!!!!( if you ride hard you need more lubrication)
but your spark plug should be (tan -or golden brown) either way-(propper premix and jetting)
if you mix too much oil--- you have too much oil
bigger jets will not compensate for too much oil!!!!
--because oil is mixed with the fuel in the carb
it will load up on bolth - fuel and oil
unless the machene is oil injected/and then the injectors or cables are adjustable
