yes- it could be rings, valves and any one of a dozen other issues.
you need to do more diagnostics. compression test & cylinder leak down test at the least to determine if it's rings, valves, burnt piston, scored cylinder wall or a gasket / seal issue.
there are literally dozens of things that would make an engine bog- it's impossible to tell what's causing your issues with the little info you provided. The burning of oil and bog down could be related (it's certainly not helping any) but could also be unrelated. Fuel issues, electrical issues or mechanical issues. sometimes it's just easier to pull the cylinder off and do a good inspection. It's cheap & easy enough to rebuild a top-end, and it couldn't hurt none.
