help! 84' 200s carb problem

Hey I just got a carb on ebay and the guy said it came off a running atc but when it mounted it on and turn the gas on gas started pouring out of the carb I dont know where thr gas is coming from but it looks like this hole where some sort of line should be but I never had one on my other carb and it worked Its right near the gas line

That's a vent line. The float needle is sticking. Make sure the seat is perfectly round, and the tip of the needle still has the rubber on it. The gas should come out of the bottom rear of the bowl if it is overflowing. Since it isn't, check to see if that passage (the drain spigot) is clogged. While you have the bowl off, make sure the floats aren't full of gas. If so, it has a hole in it and must be replaced.

figured out the float was sticking and just wouldn't float...just bent the floats a bit and it starts up with one pull now and idles wow!
