Here's my dilema, I purchased a 2003 Quest 650 XT, for $5,750.oo O.T.D. What I received was a 2002 model, not good. My choices now are, A) receive the correct ATV, a 2003 model or B) $600.00 and keep the 2002. Which way would YOU decide?

Keep the $600. In the long run, the '03 isn't worth $600 more than the '02. Unless you want to get rid of the machine sometime soon, then take it back.
