I can't help you with your gears, but if you open your pictures in "paint" you can easily draw circles around the area you want people to focus on. Right click the picture file, select "open with paint". In "paint" select the little paintbrush icon and choose a color and then with your mouse just draw a circle around the area of the picture. Then save it as a new file.
