Belt tension, this is not correct is it?

Default Belt tension, this is not correct is it?

My son recently had a clutch kit put on his Renegade 500 and I've not really rode it since that. But in the process of replacing the rear CV boot that was shreded by some bailing twine I took it for a ride when I was done and I had a very hard time enguaging the gear selector. The belt apperas to be spinning the clutch fairly hard at idle and it's idling correctly, it's not high. That should hot happen should it? It's very hard to go from reverse to nutral or high, low, etc. I told him he needs to take back to shop that did the clutch work and the drive pully needs to be shimmed correctly because this is not right. He has put 100 miles on it this way, so I do not think it's going to "ware in" or anything like that.
Am I correct here, is the belt too tight? Thanks.
