Hello, this is James In Kansas City. In Missouri, it is pretty easy to get it licensed. Here is the list of things that we need to do so that they will pass inspections.

1)DOT approved tires.
2)Brake lights and tail lights, you need two lights at equal hieght mounted on a bumper.
3)Turn signals in the front and on the back.
4)A horn
5)Mirrors on both sides of the handle bars.
6)Headlights

This will license it as a passenger vehicle, not as a motorcycle. I do not know what the laws are in California, but this is what it takes in Missouri.
If I have forgotten anything, I will post it.

James

In Arizona you have to be licensed (street legal)in order to ride on any state maintained road, aka: Forest Roads.
Arizona requires a brake light, headlight, horn, mirror and insurance.
When I took my DS to the DVM the inspector was more interested in checking the VIN numbers against the MSO than looking at anything else. No emmissions was required as it was new, never registered before.
I didn't have the horn or mirror installed but had them w/ me in case he asked.
I even had the sand tires on it!

BTW - Arizona issues a modified motorcycle tag. Mine reads DS650.
Good luck.
