Default Sunl 90 front wheels

can anyone tell me if the front wheels on the sunl 90 are mounted with the vavle stems on the backside or the front? I've had to put mine to the back so i could get enough clearance to run the cotter pin through the bolt and around the nut. Default Sunl 90 front wheels

valve stems should be on the outside, mount the hub install dust cover holder, nut and cotter pin ,install the wheel then snap on the dust cover

I put 3 of them together and they all wnet on the way Bill2099 explained.
