Falcon 90 starter

Hello I have a 90 falcon and I get 12v all the way to the starter.Is it safe to say it is the starter burnt out?

If you get 12 volts to the starter and it does not do anything, then more than likely the starter is bad.

you need to remove the starter and bench test it before determining it's the starter, it might be the starter clutch or gear thats broken not allowing the the starter to turn over the engine
