Default Carb help

Can someone explain to me how the electric choke works on these. I don't think mine is working. Well right now nothing is working on the engine but anyway haha. Are you supposed to have a hot going to it? Cause mine doesn't. Anyone also know a good starting point for the air fuel screw.

Can't say for certain but normally the carb is on full choke all the time except when the engine is running. AC direct from the alternator is fed to the choke, it works by the AC warming a heater coil, this heats a wax thermostat which closes an excess fuel jet. Takes a while to heat up and cool down, so it is on choke for a min or two when first fired up, and does not instantly go back on choke when stopped.
