The plastic pipes from the carb to the air intake box are broken so I need to figure out as much as I can about this quad so I can order new parts. Its got a Zongshen engine and had tan tree camo decal wrap before the sun faded it to white. I got it for free.

Strange that the snorkel and airbox tubes should be shot as the bike looks fairly tidy otherwise. I suspect you need to find the VIN. There are unusual features, shaft drive on small capacity Chinese bikes is not that common. That type of Macpherson strut front suspension is also unusual for Chinese stuff, and those "headlamps" are something I haven't seen before, so I suspect may be unique to that model. An image search, using a pic of the front end of the bike could throw something up.
I got it running. Starts right up. Only issue is it's maxing out at 30mph in 4th gear. Rpms get so loud like I need to shift but there's no higher gear. Anyone know why?
If you are sure one of the clutches is not slipping, it could just be low geared. With shaft drive and racks, it is a utility quad. I would have thought it would have a 5 speed box, but some motorcycle engined machines need to loose a forward ratio in order to fit reverse.
