On my 400EX I changed the front sprocket from the stock 15 to a 14-tooth for the exact same reasons, because when trail riding or at the dunes it always seemed as though I was either over-revving it or lugging it out. BTW, the 14 makes the quad pull harder at the bottom end (more torque), but does sacrifice some top end speed.
If you go to a taller rear tire though, say a 22" version, then a 14-tooth front sprocket change will bring you back (or close) to stock gearing. So if you go with a taller rear tire, you might want to lower the front to either a 13 or 14, and increase the rear to a 39 tooth for more low end power.
