2005 polaris predator (troy lee edition) chain problems

Default 2005 polaris predator (troy lee edition) chain problems

I have a 2005 polaris predator(troy lee edition) and am having trouble with tightening the chain. I followed the drive chain adjustment, concentric swingarm, and , adjustment procedure- swingarm/rear axle directions to a tee. The problem is after I get the chain to proper tension and try to tighten the eccentric locking bolts ( 35 ft. lbs), the left one, sprocket side, won't "set ' on my torque wrench. While the other one does. I've tried to loosen the right sided one and then tightening the left one first, but nothing makes any difference. Any suggestions what to do to solve this problem? New bolts, synchronized tightening of the bolts, ???
