Default 1998 Kawasaki Bayou 220 starter mounting

Thanks for sharing some information in advance. I have removed a starter from a 1998 (vin 'W') from a 220 Bayou. I wire brushed clean the starter area, sucked it out with a vacuum sweeper. Installed the new starter without bolts. There is spacing under the starter mounting flange and the engine block. I installed the bolts, put some torque on the bolts. The starter will not pull that far. I pulled the new starter out, installed the old starter, and the spacing is between the starter mounting flange and the engine block. Owner says the starter has been replaced twice already thru the years. Front bolt was loose on old starter upon removal. I have checked the starter motor number on the box. By the box, it is correct and the starter does appear to be the same as I have removed. Is there a washer or plate that goes under the starter motor flange and block to take up this space. Spacing is about .070" thousands of an inch if starter is pushed down on one side. Anybody ever seen this? Thanks again in advance for any information.
