Default PLEASE HELP Atv gets no spark with ES or pull start but will push start

I have a 2001 ltf160 with electric start, brand new battery, and new solenoid, when i use electric start the engine will just keep turning over, i pulled the plug, and its not getting spark.
It also has a pull start, but i have the same issue, no matter how fast i pull it, i get no spark, but when i roll it down a hill extremely fast the engine starts and runs fine, but still doesnt want to start good. so i know it gets spark, and runs, it just doesnt make sense.
could it be my ignition coil going bad? or could it be rusty magnets in the stator or contacts that i need to clean or something?
PLEASE HELP

you have a safety switch some ware that is not working like a neutral or a brake. When push starting its not using the starting system the machine already thinks its running.
