Default missing the power band

i need help on my 86 R i it seems to have a rev limiter i think im not sure though through ever gear it doesnt want to hit the power band. I hold the throttle all the way down and it just revs up a little then stops and it does that through ever gear. But when its not reving high it runs great so I dont know if it is a rev limiter and i dont want to buy a kit to fix it if it isnt that maybe something else could be wrong any info would help. It is completly stock only thing is a uni air filter, so any help would be helpful.

The 250r doesn't have a rev limiter. It sounds like you are running lean. Did you re-jet the carb after putting on the filter?

check your spark plug, if its running rich itll do that
