450R Carb question

I wish I could show a picture of what I'm talking about, but unfortunately I'll have to try to describe it. After taking the top of the carb off and looking inside, you'll see a very small hole to one side with a brass "jet" (for lack of a better word) pressed into it. I assume this is some sort of vent hole, but does anyone know for sure what this is and where it leads to? If it were plugged and the only way to clear it was to push the obstruction down (i.e. the whole is way too small to pull anything out of it), what problems could I run into and can I get to wherever "down" is to clean it out?
