I worked in a tire and repair shop for many years. We used and old fashioned bubble balancer and used stick on wheel weights placed on the inside. Usually the problem was the tire was not properly seated on the wheel rather then out of balance. You may consider breaking down the tire and lubricating it well and reseating the tire on the wheel. I usually would take a rubber mallet with the tire assembly laying on its side and give it a "wop" as I worked my way around. A similar process we used to get a better runout on large mud tires for 4wheel drives.
