It is necessary to use the enrichment **** on my Foreman, and my buddy's 650 Rincon also requires use of the **** to start when cold...
It doesn't usually require full choke, and I get the impression that if a person set the idle a little faster than spec, or richened the pilot jet a bit, it wouldn't be needed.

My Foreman requires the choke to start but it doesn't stay on very long and it's ready to go, unless it's really cold.
