Default Transmission lOOK!!

I recently got a honda 200. ITs not running yet, but when i put it into gear, usually the wheels should lock up. Mine doesnt. It still feels like its in neutral. It shifts through all the gears fine. It was sitting for a while with no oil in it, so could the wet clutch be dried out or something?

If it's just the clutch, that's an easy fix!
