Default front diff not pulling right

well its sitting on blocks with no wheels on it ..i started it put it in first gear ,and the fornt hubs started turnining untill i put my foot one one and it stoped both front wheels from turning ..and the shaft was still turning fine

( the seller of the diff. had drained it and spray painted it ...I wonder if the over spray from the paint fouled the clutches somehow)
