Seeing how they are more for safety than performance like decent tires, light alloy handlebars or a resonable bumper or full chassis skid and swingarm skid plates it would seem more resonable for an ATV to come with them.

My point is that they are trying to meet a price point, so there is a limit to what they are willing to include on a stock machine.
Notice that most utilities now come with full floorboards, but that is a pretty simple matter of just extending a piece of plastic, so it isn't such a big deal.

They can come with them OEM as long as you are willing to pay extra. I mean, if I were Honda, I'd say, "Sure, we'll put em on." Then go buy aftermarkets for $100 and charge you $200. No problem. Kinda like free health care. The gov't will provide it, no problem. Free. They'll just raise your taxes twice what you would have paid for health insurance to cover the FREE health care. Sheesh.
