The tube gives the gas a place to go if the float bowl overflows, and it ensures the air above the gas in the float bowl is at ambient pressure.
A check valve is sometimes included so mud or water won't backwash into the carb.
Usually the hose just runs to the bottom of the quad, but mud folks tend to run it into the pod, or to a snorkle.

I do already have some vent tubes going up with my snorkle. But if that tube was vented up that way also, wouldn't it have trouble pushing the gas out?

If there's a low spot where liquid can collect, yes that can interfere with it venting properly.
If you aren't planning on submerging the machine, I'd just run the check valve and run the hose to the bottom of the ATV.

Yeah, the check valve should, I would think, do OK at keeping water out. Some folks have run vent lines into the instrument pod atop the handlebar, since that usually stays out of the water, but if you've already got a snorkle...
I think I'd just run the vent line there.
