Gonna have to get a lil more intimate with this thing and reply later. I believe it's the brakes, honestly, cause that right rear does turn just a bit...not completely frozen, but did roll the other nite when we tried to drive it outta the garage after fixing the carb.

Try hitting the lever that the cables are connected on the back. The shaft will corrode where it goes through the backing plate. Knocking the lever towards the rear just a bit should release the brakes. You will have to remove the shaft and clean the shaft and bore.

haha! Good news! It's ROLLLLLLLLLLLLLLLLING!!!! haha..
Not sure what it was,
banging on the aforementioned lever, spraying Wd40 up in that case or me hurting my back and letting it sit for a week before messing with it again.
Anyway, me and the boys got it out tonite and it's going, but not right.
Yes, it does go into gear and moves on outta the garage...
BUT BUT BUT.
I think it's back to the carb thing again...can't give it any gas. It's on 1/2 choke, and when we try to rev it up any, it chokes and dies.
Good news is that it IS moving..!
Bad news is that it only goes at idle speed AND I think theres a tranny prob cause it'll sorta hang when it chokes down and we have to jiggle it forward a lil until we hear a click so we can get it back into neutral. Reverse works great.
On the movement, it doesn't feel like it's draggin on any side, but it feels sorta tight...hard to explain. I still think it's a brake hanging up someway but it sure rolls on pretty good in idle until you try to throttle it.
Thoughts?

Good to hear, sounds like the jets are still clogged. Also you might as well get a new spark plug. Change the oil ( Honda GN4 ) and filter and see if that helps the shifting back in the day I had a 400ex that when the oil got burnt or dirty I would have to shift it with my hand to get it into neutral fresh oil would always cure it. Try jacking it up and spinning the tires to check for binding, probably still the rear brakes just not real bad now.

I'm not sure I understand what you got confused about. The jet gets screwed in tight. The needle is what you adjust. The main jet has no needle. The pilot has a needle that you adjust. But, anyway, if you don't count the number of turns you unscrew the pilot needle (most call it the pilot jet but it is actually a needle that is going in & out of the pilot jet), and it's not what the manual says (or close) the motor won't run good.
