OLD Honda 350 4 Wheeler. Carb Issues - Help?!?

Default OLD Honda 350 4 Wheeler. Carb Issues - Help?!?

I'm working on a older honda 350 for a friend of mine. He sent it off about a year ago and had the carb kitted. The bike would run well but fuel constantly pours out the overflow line now. I pulled it apart and the needle seems to seating in the seat well, and the drain screw on bottom is in and not leaking. I couldnt find any pinholes in the float and the seat and needle are brand new. I work for John Deere as a mechanic and i'm stumped. The only thing i think may of been it is that when the guy installed the new seat it is the wrong one and its allowing the needle to go to far in and the floats bottoming out on the underside of the carb before its checking fuel flow. This particular bike also has a electric fuel pump on it. And ideas???
