01 Recon Front hub froze... how to pull it?

Hello folks,
I am new to this forum. Looks to be a good group of folks with helpful info.
I have searched and did not find a clear enough answer so I am not too dangerous...
I just bought a used 01 Recon. The front right wheel is pretty much froze... and I suspect the brakes are hosed.
How do I pull the hub without braking the dang thing? Can I use a gear puller?
I have tapped on the outer edge of the hub, but to no avail. the wheel will barely turn when on the ground and nutin jacked up.
I got it from a guy in Loiusiana, so I think it got water/mud in the brakes.
I will create a signature soon. As well as get a service manual.
