Honda Recon 250 - started leaking fuel - huh?

So my 2003 Honda Recon 250 which has always been garaged and is in great shape has developed an issue, finally.
I used it yesterday to jump my Polaris quad using car cables. I usually add seafoam into it once every several months, and did so yesterday.
Later in the day, I went to ride it and the battery was weak enough that it wouldn't start it, so I used the pull starter and it fired up. Rode it for about 30 mins and put it back. Then, an hour later, my kid wanted to ride it, so I used the pull starter again and it fired up, but had a weak idle, and died. I tried the pull starter several times, and each time it started up, but wouldn't idle well enough to keep it running long enough to get it into gear.
Finally on my last attempt, after starting it up, I gave it a bit of throttle to keep it going enough so I could get on and put it in gear. It rode very slightly rough, and after about a 1/4 mile, it stalled (while in 2nd gear). Acted as if it simply ran out of fuel, so I had to push it back home.
When I got it home and parked it in order to put it on the Battery Tender, fuel started spilling out the bottom. I turned off the fuel to look. It was coming from the drain hose in the carb. I opened the screw and closed it again. Still leaking fuel unless I turn off the fuel system.
Any idea what could cause that?
