Just purchased to fix up, can anyone tell me if there is a cover that goes over where the arrow is. Have not yet familiarized myself with the service manual on order. Everything else seems to be intact.

Yes, but the 250X sports version didn't. The more important missing bits are the tank cover plastics. 2003 was the change year for the Recon, from mechanical to digital speedo, different plastics and different cylinder head, so be sure you get the right bits for the one you have.
