99 recon runs too high

Hi. New to the form
I have a 1999 Honda recon. I put a new carb on it and put it all back together. I started it and the RPMs are way too high.
I have tried the idling screw. nothing changes. I've tried to adjust the pin in the carb thinking may I hit it wrong or something while putting the spring and throttle cable on. I tried making sure the chock wasn't stuck as well.
My question is: Why is my recon running so high and how can I fix it?

To run high it needs to be getting too much air. Make sure the cable is long enough for the slide to hit the idle speed screw, there are dodgy throttle tops on Chinese knock off carbs, which don't seat the outer cable properly. Check that the O ring between carb and manifold is there and in good condition. A wildly out slow running mixture screw will cause problems, but be sure everything else is perfect before messing with that screw.
