The best method i have found yet is starting fluid. I clean the bars really well. Then spray starting fluid on the bars and a little inside the grips. Then slide it on. They slide right on and the fluid takes a couple minutes to dry and they will not move. You don't have to mess with messy glues, tapes, or anything else. It works very well.
