Polaris Sportsman 90 ATV

I am looking for advice about a problem with my grandsons 2001 Polaris Sportsman 90 ATV. I have instaled a new battery which was fully charged when I put it in. I pushed the starter switch and it started right up and it ran fine. After riding it for a while and shutting it off it will not restart with the electric start. It will start right up using the kick start and it runs fine. I have checked the voltage at the battery with it running and it registers about 11.6 to 11.7 volts then if you turn on the lights it drops down to about 7.4 to7.5 volts. I would like to know how I can check to see if there is a problem with the voltage regulator or the stator or could it be something else? I would appreciate any advice anyone could give me.
