Chinese atv 110cc

Hello guys
hope someone could help me solve this.I have already lost an atv engine cause of this problem as i messed up the valve setting, the second atv i have has the same problem.Both these atv were standing for a long time.The problem is that the fly wheel is very hard to turn when the piston reaches the compression point even by hand or wrench.It turns fine when i take out the spark plug as no compression can be made at that point but after putting in the spark plug the flywheel takes a little force to turn over which the electric motor or the fully charged battery cannot provide hence the solenoid only clicks.Does it has to do something with the valves?are they too tight or loose?Do i spray wd 40 into the piston cylinder?I have searched this problem on the intenet so many time,many people have but i wasnt able to find the answer.Thank You.
