Need belt help fast please!!!!

I am doing by belt tension check for the first time and it seems to be really loose like 1.5 inches or more. Am I doing something wrong or is it normally loose on the first check. I laid a ruler down on top of the belt between both pulleys and pushed down lightly on belt and it is way loose. Any help would help!!!
Also, I have the manual so I have read how to adjust it but 2 questions. 1-How do you hold the driven pulley without the special tool and 2-I don't understand how taking out a spacer inbetween the pulley halves is going to make the belt tighter, Can someone explain that to me.

99tjrockcrawler, Dear ol Kawasaki sets the belts to the outer limits for some reason, more than likely so dealers can sell belts at first dealer check. Anyway, yes it makes a big differance in performance and belt life.
Removing shims lets the secondary clutch close tighter causing the belt to ride higher up in the sheaves. This will lower top end speed a little but will give you much greater low end torque. My belt was slipping and I removed the only shim in the secondary clutch and now my wheeler will pop wheelies with 26" mud lites on it. Also it only takes about 1 hour to complete the job, not hard a all to do. Good luck.

99tjrockcrawler. Sorry I forget if you use an impact wrench you can hold the pulley with your hand. If not you'll see two holes in the outer sheave. Prop a small 3/8" breaker bar between the hole and the foot rest, but be careful not to damage the sheave. Also get a torque wrench and torque pulley nut to 59 ft lbs when you reassemble.
