Why aren't ATV's legal to ride in cities in Illinois?

They are just as safe as bikes, because bikes are just as DANGEROUS as ATVs. [img]i/expressions/face-icon-small-smile.gif[/img]
Neither a bike or ATV would do very well in a crash. The main reason they are not street legal is politics. Some grumpy old man and some stuffy old lady, neither of whom have ever riden one, decided they are death machines, so now we can't drive them on the road in most states. Nevermind the fact bikes are every bit as dangerous. Hell, dualsport bikes are just dirtbikes with all the bells and whistles for street use. They're legal d@mn it.
Another reason is emissions. ATV don't meet road emissions, and with a locked rear diff, it can make tight turns very tippy on pavement. But they could solve that easy by making the rear diff unlockable.
Basicly there is no good reason why ATVs couldn't be SL. I'd vote for it if it ever came up for sure.
