Twisted off bolt.
You dont really want to get in the middle of a pond, and find out it leaks.
Most of the time, once the head breaks off, of a bolt( unless the threads bottom in the hole, or its cross threaded), theres no tension on the threads. It should come out really easy, in fact if you could grab it with your fingers, it would probably spin out. If its below flush, use a dental pick or small jewlers screwdriver, to try and spin it out, and once its above the surface, just grab on with a pliers and take it out the rest of the way.
