It varies by the additives that are in the gas. But roughly 3 months, is how long gas stays good with out any thing added to it, like seafoam or stabil. And the additives need to be added to fresh gas...once the gas has gone bad, those products wont make it fresh, they just protect the gas from evaporation of the most volitile compounds. Once they are gone, the gas is bad.
Will it run with the choke on, at idle? Is the idle speed too low?
If it was fine, the last time he rode, but now it wont idle...the pilot jet (slow jet or idle jet) is plugged. The float bowl needs to come off, and then clean out that small hole in the center of the pilot jet.

Default idel problem

Good question, too bad i dont have one of these to look at. The kawi parts finder isnt working right now, but i think the suzi 80 is the same motor and carb,
go here
Number 23 is the idle adjustment, its hard to spot, its next to the m of microfish. It rides in a tapered slot of the slide, as you screw it in, it moves the slide up.
Most likely, if it ran good the last time he shut it off, this wont be the fix. Its very common on the very small carbs, for the pilot jet to plug up. The hole in the center of the jet, is barely bigger than a spec of dirt, and it plugs up real easily.

If its really stuck, you might need to push the obsturuction out with a small wire, but it wont hurt to use carb cleaner and compressed air. You can start by looking thru the jet, like looking down a straw. You should see light coming thru, keep cleaning til you can see the light.
