I checked bike bandit and I think I have the right part number; 16172: ACTUATOR,DIFFERENTIAL. Price is still 250 though.
Ron ayers has 2 sections for the 2004 P700 and I'm not sure which one is right but the actuator for both is only 210 which certainly is better. I dont know if the 360's is the same but that would be great if it was. Anyone know for sure if will work in the 700?

Yeah we had the whole thing apart after other issues didnt fix the problem. The actuator will work if you hook it up directly to a battery and put power to it but when you plug it into the bike and flip the switch it will reset itself to a particular position the first time and then wont do anything after. We came to the conclusion that the motor itself was fine but the electronics on the actuator were toasted.

Make sure you really need a new one first.
A lot of times you can save the non-functioning actuators if and only if there is no physical damage inside the actuator housing. Open it up and see if any obvious damage has occurred. If there is no damage, lube up those little gears and clean the coil and potentiometer with contact cleaner and then assemble them together. Then manually apply 12VDC to cycle the motor. If all OK, put back on the ATV and see if it works now. If not, manually cycle the actuator a few more times just a few seconds at a time. Also, try to reset the actuator controller as well by re-plugging the connector.
