P650 speed sensor and 4x4 problem.

P650 speed sensor and 4x4 problem.
The speedo works intermittently. The 4x4 doensn't engauge at all. No lights flashing on the speedo.
Will a bad speed sensor cause that to happen? I would feel better if the sensor was dead but it works somtimes. When it does work, it still doesnt go into 4x4. Do you think that it is the actuator or the speed sensor or both?
