still reverse problems

I am trying to get the reverse to work on my 2001 mojave 250. The problem is if I downshift from 1st it WILL go into reverse without turning the ****. the cable is fine and all the components under the reverse plate are functioning. thers a little lip that looks like its supposed to catch the lever that keeps it from goin into reverse without the **** but that rod that sticks out which i think is the change shifter drum spins freely. im pretty well mechanically inclined but im lost on this one. everything thing else in the trans works great. please help me

that hub that has the lip on it is attached to the shift drum and should only move when the gears are being shifted. if it is spinning freely then that is your problem. i believe there is a dowel pin on the back side of that hub that is supposed to lock it to the shaft that comes off the shift drum. does the little red gear indicator down on the side of the motor rotate as you shift gears? if it does, then the shift drum and the shaft coming off it is fine; so then youll need to check why the reverse lockout hub is not locked to the shaft. thats the weird thing about this when you shift gears the little red indicator does move. i took the reverse plate off and slid that little peice off the drum shaft and when you take that off you can spin that shaft freely which doesnt seem right to me. something about that shaft shouldnt be free spinning should it? and i cant beleive there is no other problems with the trans if this is the case. and thanks alot for the response i need all the input i can get
