First problem - You may be running with the choke on. You have to shut off the choke as soon as you get going. If your choke is not on and the quad is still doing it, then the choke is hanging up (inside the carb plunger) causing the engine to run too rich. So, if you are not running the quad with the choke on, check/clean the choke plunger. Get a service manual.
Second problem - If you are talking about electrical whinining noise, that's engine brakes servo motor trying to slow down the quad whenever you are letting off the throttle. Not a problem.

Does it engage at all at any other speed?
If your quad never engages to 4x4 at all, then eitgher the 4x4 actualtor dc stepper motor or the 4x4 controld ecu is bad. If either is bad, then there would be 2/4WD light flashing on the meter. If no such flashing, then there is a mechanical issue like something got broken inside the front diff engagement area which may not be sensed by the 4x4 ecu.
