The positive on the wire connected to the starter and the negative to the starter body where it mounts to the engine correct?

the negative can go most anywhere when taking a reading on anything, as long as it is a "good" ground point. A frame bolt, a bolt on the motor, the motor case, etc. To find out, touch the positive on the battery with your red lead and then touch the desired ground point with your black lead. If you get approx 12v then you know that is a "good" ground spot to check with. Then move the red lead to the starter wire and touch your good established ground spot and hit your starter button, and see how much lower your reading is, if it is even getting voltage at all. You are just trying to see how much voltage is being sent to the power point of the starter motor.
