1987 bayou185 won’t start on its own

Ok hopefully y’all can help me with this .. I recently bought a klf185 for my wife to ride on trails. it runs and rides fine but it won’t start on it’s own i always have to give it a shot of starter spray. I thought maybe the choke passages were plugged so I took the carb off and cleaned it again but no luck .... I don’t think the choke is working at all because once I have it running I can pull the choke all the way open and there is no change in the way it runs .... I’m fairly good at small engine mechanics but idk what the problem is . I’ve checked compression and it seems a little low but still around 100-110psi. So I doubt It’s low comp. anyone ever have a similar issue ?

I suspected the fuel pump at first so I gave it some attention and seems fine. it runs perfectly once it’s started, except for the choke not seeming to make any change. Also shouldn’t it start and run for a short time on the fuel in the carb bowl without the pump running ?
