I masked-off where I wanted to cut my fenders, and I used the edge of the masking tape as my line to follow. I cut my plastic with a hacksaw and used an 80 grit sandpaper to smooth the edges. The masking tape seemed to keep the edges from "fraying", as well as protected the fender during the cutting process (i.e scratches).

I used a dremel to cut my front banshee fenders off and it worked well. But I helped a friend do his and we used a hack saw blade (wrapped duct tape on one end of the blade for a handle) to make the initial cut and then made it look perty with the dremel sanding drum. That combo seemed to work best.
