Let us know if this works. I think it will detect that there was no movement and then think there is something wrong? You could make a circuit to "fool" the controller into thinking you were going too fast to brake, but I think it uses one vehicle speed input for all speed related stuff, like the speedometer/odometer etc. I was going to make one to indicate the correct speed for 27" tires and any speedometer error but it probably isn't worth the time. I know it's about 8% off, so 50 is 54 and so on. For total miles, I just add 8% to the miles since installing the 27"ers. In short, you have to translate the speed sensor pulses from one frequency to another using frequency-to-voltage and voltage-to-frequency on each end of the circuit and adjust the voltage in the middle. I was going to build my own tach or 2-dimensional inclinometer using some cool looking bar graph led's but I haven't finished with the mods yet. I think a set of cams are in order if I can find the info on them.
