Nova, do you hit this in high or low, most 650's won't rev past 6500-6600 in high because of the retard, I don't understand what your tech was saying about the rev-limiter, rev-limiter's don't activate over a 500 rpm range, they hit a certain rpm and stay there, meaning if it's a "hard" limiter the motor will cut out like it's runing out of fuel, you won't find this much anymore, a "soft" limiter just hit's a certain rpm and stay's there, Bareman mapped the CDI and said the factory rev limit was set at 8900 rpm, BUT the advance curve on the timing is restricted at about where you stated, It's like you hit 7900-8000 and hit a limiter of some kind, it isn't actaully the engine rev limit but the limit that the timing had re-tarded such that it won't allow the engine to rev any higher... In truth the 650 has in effect two limiter's as far as rpm goes and we hit the timing retard long before the real rev-limiter, Why Kaw did this is still a mystery, why didn't they just lower the rev limit to 8000 instead of re-programming all the retard into the igniter, I have no idea, anyway all the retard will be eliminated on the re-mapped box and we will all go to the real limit of 8900 rpm......
