Adjustable Throttle Question for Kazuma Meerkat

Just got an 05 Kazuma Meerkat for my 5 y/o. So far he loves it. My question is about adjusting the throttle cable. Which was is faster vs slower? The screw in or out?

Is this the limiting screw on the thumb throttle housing?

In for slow, out for fast.

You should feel it limit the thumb throttle.
