Default Kasea 90 Skyhawk problem. Any help is great!

I just picked up two Kasea 90's 01,02. The 02 runs great. The other does not. It came with the plug out, when I put a new spark plug in it, it would not kick with the kick starter (wouldn't move at all). With plug out it kicks freely. Not a ton of experience with engines so is that a "tell tale" sign that something is horribly wrong? Or is there some hope? I am in the beginning stages of trying to get it running. Was told there was carb issues, I havent touched that yet.
Any idea, help is greatly appreciated!

valves could be out of adjustment and locking it down(compression lock). may spin over to TDC and check out the clearances. just a thought.

Welcome to the forums.
Does a bunch of mist/fluid spit out the plug hole when you kick it over w/o the plug in?
Hmmmm, same exact spark plug that's in the running machine?
I'm thinking that this is a 2 stroke. Correct?

Thanks for your replies. Yes fluid does spit out when the plug is out. Same plug that is in the other atv. And yes, it is a 2 stroke.

It's hydraulic locking. Fuel is flowing into the bottom end and when you try to turn it over w/the plug in, it fills the cylinder w/fuel which won't compress.
Clean the carb paying special attention to the float needle/seat area.

Your welcome.
I should add::
You'll have to spin the motor over w/o the plug in to get as much fuel out as possible. Cover the plug hole with a rag and make sure the plug wire is no where near the plug hole..*spark*boom* lol A night drying out may be helpfull.
Oh yea, the pipe may need to be emptied of fuel.
After that, Install the plug and give it full throttle till it starts and cleans out.
