Sunl Transformer V-4

I am trying to get a 2006 Sunl Transformer v-4 running. I have disabled all the safety switches, removed tether, removed remote control as everyone that has had trouble has posted. I changed the coil, got a new spark plug, replaced air filter. I can get it to turn over, got electricity to the coil and to spark plug but it still won't start. 19 volts going to the spark plug. Any suggestions? I have to have this thing running by Monday.

Are you checking for spark the correct way? Take out the plug and wire it back up to the the ignition coil. Hold the plug threads against the engine block while cranking the engine. Do you see a steady stream of sparks happening at about 10 times per second?
While you have the plug out, dump in a half teaspoon of gas into the engine via the spark plug hole. Quickly reinstall the plug and try to start the quad. Does it fire at all?
When was the last time you adjusted the valves? Hard or no starting cold is often caused by tight valves. Valves tighten with wear and must be adjusted periodically. 110c E-22 engines, and GY6 engines are notorious for having this problem. Youtube has lots of good videos showing how to do this.
What is the history of this quad? Have you ever seen it run? Have you measured the compression?

Thank you for your reply. I will go through the steps you have outlined as soon as possible.
A friend of mine purchased this machine for his daughter. I am not quite sure what the story is, but he asked me if I could try to get it running for Christmas. I am usually pretty good at this kind of stuff. I work on boats, jet skis, etc. This has kinda stumped me. When I picked up the machine, it had a new wire harness, new ignition switch but the guy had finally given up on it and sold it to my friend for very little. I replaced the ignition switch as it was the wrong one, replaced the spark plug with an after-market Champion plug, disconnected all the safety switches (I think) and cleaned the air filter. I also purchased a new ignition coil for it. I get electricity into the CDI and am getting it out of the CDI, but I get nothing coming out of the coil. I found your reply to someone that was trying to remove the kill switch on the left handle bar and am going to follow those steps to see if I get the voltages you are recommending. I also found on one of your replies to someone with a CDI box problem, a diagram of the CDI, which I did not have, and am going to make sure all that is right. I will also do what you have recommended in your reply to me and will let you know what happens.

If it is a Transformer......maybe it needs Energon or a blast of power from the All Spark to get going...........( ok....start throwing stuff).

How many pins on your CDI? Four or Five?
You said you had "power" to the CDI, and power to the coil (19 volts):
1) Voltage to the CDI is what? 12 volts DC, or did you measure some AC voltage? What did you measure? What scale? AC or DC? What was the color of the wire that you measured? Was the CDI plugged in when you measured this, or did you just measure voltage from the stator (at the CDI connector) with the CDI unplugged (which is the proper way BTW)?
2) You got 19 volts at the coil (while cranking the engine I assume). Was this AC or DC volts? Was it steady 19 volts, or was it bouncing around?
Whenever someone says they "bypassed the safety switches" my "uh-oh" alarm lights go off in my head. What safety switches did you bypass, and exactly how did you bypass them?
On most chinese 110cc quads there is only one safety switch - the brake switch. If that is the "only" safety switch you meddled with, and the quad is cranking then fine. But if there are any other switches you messed with now is the time to come clean on what you did

Above I asked how many pins are on your CDI. This is crucial because it determines which of two procedures to use for troubleshooting "no spark" problems. Once we know this we can go down the appropriate path using your meter. But please answer as best you can all of the above questions too so we can get a leg up on future tests.

We have not had internet today until now. Thanks for your help. Yesterday I went through a lot of the threads having to do with "turning over but no spark" and pulled wiring diagrams, descriptions of wiring, diagrams of CDI that you have posted, and your answers and diagrams and late yesterday, finally got it to spark. About 2 hours later, got it to fire and run. Today, we are up and running and called my friend to tell him that his daughter would have a running 4 wheeler for Christmas.
