LT80 carb problems. Should I re-jet?

took apart carb again. cleaned it out again, used carb cleaner, a wire bristle and compressed air. it was like new. needle valve might be a little worn (which might explain why gas filled pipe when I left petcock on). otherwise, it looks perfect.
what's the deal with that rubber cap in the carb? what does it do, what happens if you remove it?
still lacking power and/or rpm. I give up, and I'm going to take it to dealer. I'd say top speed is 20MPH. from what you guys say, stock should be at least 30MPH.

my speed estimate was with Jr. riding it. I agree with you, but I do ride it just to check operation(like brake set up, steering, acceleration), but never to ride it on rough terrain or jumps, etc..

hey pal, where you been?I've missed the smart-a$$ sarcasm, so I'm gonna dish out some of my own! first, you have it backwards (look at the inner-circle on your car speedometer), 30kM/H =20MPH. I ALWAYS convert for my American friends to miles, MPH, Farenheit, gallons, ounces, pounds,etc.., cuz I know if I was to quote in metric (the easiest system in the world to learn and understand), you'd all say, "Huh?Whatz he talkin' 'bout?"
We were standard measure until 1977. then we changed to metric cuz the rest of the world was on it, and you guys were supposed to follow. Apparently you guys couldn't figure it out cuz after learning your shoe sizes, you're saturated with information overload (At least that's what your wives say). Our $$ was worth more back then too. Hey, now I see where we got screwed, on the metric changeover, our $$ became worth less (or should that be worthless). Dam our stupid gov't!! I always convert the currency over for you guys, cuz you'd crap if we quoted the Cdn $$ we pay and you thought i was in US $$.
